AI governance: Africa moves from soft law to hard law

Africa is no longer a spectator of artificial intelligence. According to Africa Data Protection's comparative study published in July 2026, which draws on 22 official documents, the continent is shifting towards binding rules: a four-tier risk-based approach in Kenya, an 86-article horizontal act in Angola, a decentralised model in Ghana. Between the African Union AI strategy, the sovereign “GPT Cameroon” model and the withdrawal, on 26 April 2026, of South Africa's policy containing fake AI-generated references, the lessons are many.
